Has anyone actually seen another person using a nexus 4?

I haven't! A coworker has a galaxy nexus because it was free at Verizon but I have yet to see another N4.

I've seen a few in public, but by and large it's iPhones, S3s, Blackberrys, and misc crap android devices. (In that order.)

I have the Rickets!

Two of my co-workers own Nexus 4 devices, as do I. :)

No Nexus 4s.  Already have seen my fair share of GS4s and not impressed.

I live in NYC, and sadly, that's not what I've been noticing :-(

When I was in the mall the other day getting Ghost Armor installed on my phone 2 other people were there with iPhones (4s and 5) and they questioned what phone I had.  When I explained what it was, they sounded like they wanted one lol.  Moral of the story...

More and more people that I see and interact on the daily basis either have an iPhone and aren't thrilled with it anymore or already jumped from an iPhone to an Android device like a GS3.

That's what i'm noticing too. Apple is losing more and more customers.

I always notice what type of phones people are carrying (people find this odd haha) and still have yet to see a Nexus 4 out in the wild!  A lot of Samsung and iPhones out there.

I've been seeing more S3's and a few S4's. Not as many iPhone's as I used to.
