The following process has been tested on both the Samsung Galaxy S3 and the Samsung Galaxy S4.
 
By default, the camera app saves pictures to internal storage. 
 
To change the default to save pictures to the SD card:

1. Open the camera application.
2. Tap the menu button.
3. Tap Settings
4. Tap the gear icon in the upper right corner of the screen.
5. Select Storage.
6. Select your external SD card.

Interesting.  You would think that Samsung would keep things similar, but the Note II is set by default to save to SD card:

Yes.. It's very annoying. I lost a bunch of photos from my phone because I thought they were on my sd card. I had some problems a month back to where I had to reset my device which wiped clean my phone.. thank god I had Google+ backup turned on, it saved most of my stuff but I still lost some photos. Now every time I flash a new ROM to my phone after wiping the data, I have to make sure I remember to go back and change the camera option to save to sd card.

Easy enough, now if only this 4.3 camera I have installed on my Maxx would allow me the same feature. I need to do some research on it because currently it only allows internal storage. Then again this camera is not optimized to be on the Moto device. :-)
