Anyone know how to access the developers options on the Nexus 5?

Go to the Settings > About > Tap on the build number 7 times.. It will reveal the developer options under the settings for you.

I think I should have named this thread KitKat questions, because I have another.

I thought I saw a vid showing how you
could set a default for data,either WiFi only or network,or both. Is there such an option?

Settings > Wireless & Networks > Data Usage
 
 
Drag the white lines to the correct dates so that it corresponds with your billing cycle.

 

You can set a data usage warning by dragging the orange line by its handle towards the right side. Drag it to where you want a warning and you'll receive a notification when you hit it.
 
Now you can set an absolute data usage limit. Once your device hits this level, mobile data will shut off for the rest of the time period. (you can override this)
 
Enable the Set Mobile Data Limit checkbox and a dialog will pop up with further info on setting limits. Click Okay and the red line on the graph becomes active.. drag the line by the handle on the right to set the cut off for mobile data. When this limit is reached, you will also receive a notification letting you know data is now off. (uncheck the data limit box to override)
 
Wifi is unaffected if data is shut off.

Thanks I found the dialog I was looking for under the menu of the screen you posted
